Anybody in the city is more than welcome to come and just sit down with us find out an update of what's going on in the city, but also to ask those questions that they might not be able to ask us during a city council meeting.

I mean there's been a wealth of concerns that our community has had by, you know, our utility rate study to the downtown improvement project, also the crash and the Hanford Police Department.

There's been a wealth of things that I've taken on over these past six months that they may have questions about, and so we'd love to sit down with them and have that open dialogue and give them some information that they may not have heard or seen on social media or the newspaper and we can be upfront and truthful and honest with them, and so that's going to be just an awesome event for the members of our community to come out and just have that dialogue.

So, Mark, I know that you serve on several committees that address the homelessness issue in our area and I'm certain there's going to be a continuing topic of discussion, especially with the rise in activity downtown.

What can you tell us about how the issue is being handled in Hanford and maybe some things that are happening behind the scenes that we don't always get to hear about?

Well, I think the biggest challenge that we as a community struggle with is some previous court settlements and agreements that were reached.

One was Martin v Boise where, unless you have a shelter bed available to somebody, the state passed a law that basically says that you can occupy a public place.

So I think for us, we're working with KCAO and the Homeless Collaborative, in conjunction with the county, to hopefully get a low barrier shelter navigation center built, but that's still a couple years away.

Give you a little update the 2024 point in time count for the city of Hanford increased about 17%.

We're up around 425, 430 homeless individuals in our community.

So that's a daily thing that we want to try to stay on top of and we know the impact it has with our downtown businesses.

Right now there is in the works a temporary sleep center that we're trying to work with the county on, which will be in the area of the tiny homes, which is going to be on 10th Avenue and Hanford and Marna Road.

Right now we don't have anything, and the message I try to share with everybody is what we have right now is nothing.

I know it's not going to be perfect, no matter what we do, but it's a start and it'll give us an opportunity to kind of learn from our mistakes as we go along and make sure that we can afford some opportunities to get these people that are unhoused housed, and that's the goal right.

I think one of the biggest topics that has drawn the citizens' attention is the new downtown improvement plan.

After that step, they will present their designs in August, their designs in August.

From there, the council will then put out an RFP or request for proposal to find contractors who would be wanting to bid on the project.

And then, after that project is bid you know when the bids are received it goes through a process through the city and the recommendations on what bid to award, and then from that point the project will be put into place.

They spent a lot of time looking into the city finances and defining the needs and public safety in other areas.

Well, first of all, I would just like to thank the 13 members of the committee for volunteering their time, learning about what issues and struggles and concerns there are in the city and the finances and our budgetary constraints.

Put in a lot of time and over these past two months they've been meeting every Wednesday to learn from each of the departments and to hear their needs and they are going to led by Chair Martin Devine.

They'll be presenting their findings, what the committee has come up with and what suggestions that they see moving forward and if a revenue measure is in the direction, is what's best for the city at this time.

So, mark, I know that convincing some members of the community is going to be an uphill challenge and, unlike previous attempts, there'll be consulting firms and polling firms helping out with the campaign, should you choose to put it on the November ballot.

This is what we as a community are facing.

You know there's a lot of comments out there that the city may have a spending problem or if it's a revenue problem.

Fortunately, for the last number of years operating on a 7.25% sales tax rate, the city's been able to function very well and stay within their means very well and stay within their means.

This additional revenue, if it were to go to the ballot and to the voters and pass that additional revenue will free up the city to get some much needed improvements done a new fire station, some police station.

So you know, that's the challenge.

It's going to be a challenge, especially in today's economy, with the way things are, but it's going to really depend on what kind of quality of life we're looking to have for our community and if they have an appetite to consider that measure at this time.

Yeah, and I see that Hanford residents and just people all over the United States are really struggling at this.

You know this economic downturn that we may have and the inflationary costs that are just continuing to rise.

But what people don't necessarily possibly realize is that of all the sales tax that is collected in Hanford, approximately 87% of that sales tax is sent to Sacramento.

So we are funding our city on less than 1% of that 7.25% sales tax.

And then when our second revenue generation is property taxes, and of those property taxes only 6% or 94% goes outside the city of Hanford and doesn't stay here where we need it the most.

We have concerns with roads, as we said, public safety, our firefighters we're 25 firefighters short, we're 35 police officers, short staffed and we have revenues that cannot, at this point cannot meet those needs that we have.

I mean, the interesting fact is that my second grade field trip, when I was in second grade, was at the new police station and it's still that same police station since I was in second grade.

So we are in desperate need of our police forces, are in different locations and it affects the communication, it affects the whole operation of running an efficient and effective program and so even our firefighters and people realize with faster response times that's going to help our homeowners insurance, that's going to bring those rates down for each individual person that is in the city of Hanford.

So if this revenue measure does pass, if it does pass, that means 100% of that increase is going to stay in Hanford, it's not going to go to Sacramento, and Hanford will be able to regain some more local control in our city and address these needs that we absolutely 100% need to take care of for us to prosper in the future.

I understand the next month you guys are returning to the ICSC conference to build on some relationships that have already been forged with some of these new potential businesses that have already been forged with some of these new potential businesses.

Hanford is going to grow about 10,000 over the next five to seven years and we will be attending the ICSC conference in Las Vegas on May 19th through the 21st and it's just our opportunity as a city to put Hanford on the map, show all the wonderful places that businesses can come.

We have made a point in our tenure here on the city council to be more business friendly and we are doing that and so reaching out, having those meetings with businesses to bring back more jobs to our city.

That's so important, building those relationships, because a decision that may get made is two or three years down the road.
